This is the Seahorse Saloon. It is right across the street from the Jazz Festival Fairgrounds. Normally after the festival it caters to a wide range of tourists and hilariously inebriated riffraff like this:

Today (April 28) it does the exact same thing.
And then it adds Faux Rod Stewart to the gumbo for good measure:

I was told that while en route to the Seahorse Saloon following his jazzfest performance, Rod Stewart was chased down the street by a man who had donned a Rod Stewart wig and began screaming “Rod Stewart!?? I LOVE YOU!” After a bit of digging by our research department, however, I’m left believing that the above is in fact not Rod the Mod, but rather some opportunistic Irish dude who keeps showing up in bars in New Orleans telling everybody he’s Rod Stewart.
